yes, so that's basically my question:
Can the CB Conditionals tab names be different from the normal tab names used on profile and profile edit?

Tab Title supports substitutions. So you could condition to see if the user object used for the substitutions has an id or not. Example as follows.

Title: MY_TAB_TITLE_LANG_STRING

Translation:
'MY_TAB_TITLE_LANG_STRING' => '[cb:if user_id>"0"]Profile Title[/cb:if][cb:if user_id<="0"]Registration Title[/cb:if]',

Aside from the above no it's not possible to have a tab title for registration and a separate one for profile view.
