Disable all SEF then try logging in. If caching is enabled then disable all caching and purge the existing caching then retry.
You may not see a message like in the topic you linked if your Joomla template doesn't have the message include. Switch to default Joomla template then enable debug mode and maximum error reporting in Joomla global configuration to expose errors.
Note we do go through normal Joomla login API, which means Joomla authentication plugins can stop CBs login; so if you've any 3rd party authentication plugins within Extensions > Plugin Manager you may want to try disabling them.
