CB Content Module 2.0.0 can be downloaded from the Advanced downloads section. It's basically a Joomla custom HTML module except it process its contents through CB substitutions. The CB Progress Field IF substitution probably won't work unless you're using CB Progress Field 3.0.3 as am pretty sure older releases wouldn't output a PHP value, which is what the IF substitution uses.
The module showing when there's no content is up to Joomla and/or your template if it is a modules.php override file. The module it self doesn't do that.
