1 - the tab lastview doesn't appear if i have 0 visitor. I would like it appears as if i have 0 visitor
That's not being implemented. You'll need to modify the plugin to have that. It doesn't show the tab if there's nothing to show.

Yes, the tab only shows if the user has actually had visitors otherwise it doesn't make sense to show a tab to tell them they have no visitors, that'd be a 1 line 1 string tab and is rather unsightly.
