how can I make it so that the during registration the user cannot skip past the CB Paid Subscriptions tab without selecting a subscription?

Also is it possible to add other fields onto that tab as well? I would like to put some instructions at the top of that tab during registrations.

Set your plans to Exclusive or within CBSubs > Settings > Global disable free registrations without a subscription.

Also is it possible to add other fields onto that tab as well? I would like to put some instructions at the top of that tab during registrations.

No, most plugin tabs do not allow fields placed on them.

They are set to exclusive..yet they can still skip past the page. Note: the subscription page is not the Last page.

they can go past that page with out selecting a subscription ans when they get to the final step of pressing "Sign up" it goes right back to the first page of registration and does not give them any indication of why they were sent back.

We are doing the Registration step by step so they need to hit next to go to the next page. We need that if they it next it will not go and it will prompt them that a subscription needs to be selected.

you can see what is happening if you go to bmbi.net and try signing up. If a field is set to mandatory it wont let you go to the next page so I am not sure why selecting a subscription cannot be made mandatory. At the very least when they hit signup it should at least tell then what is missing.

Step by Step can't validate CBSubs selection. There's no way to have what you're wanting. I recommend making it the last step or marking one of your plans as Default so it's auto selected.
