By default privacy is off on all tabs. So you or someone else with privileges turned privacy on in the CB Tabs.
Visit each CB Tab and check if the Integrations -> Privacy tab is set to anything other than Normal CB Settings. If it is then make sure the Registration parameter that follows is disabled.
