Anytime you need to store or transmit security related data. This could include social security numbers, special account numbers, credit card numbers (e.g. on-site payments via CBSubs). Some would argue name/address, but most of that can be found in a phone book already so it's already not secure so that's up to you. Then there's also login and registration forms (password protection is pretty important.. public wifi man-in-the-middle attacks, etc..). So it really just depends on what kind of information your site is transmitting.
However in my personal opinion if you can afford it (it can get expensive) you should do it. Transmitting your sites data as encrypted is just an added layer of protection and peace of mind for your users.
