No, the parameters will always display regardless of plugin publish state. If we didn't show the parameters while disabled we'd be asked why it's not working in backend. If we do show the parameters while disabled we'd be asking why it doesn't work on frontend. A solution to this maybe to add an alert at the top of the parameters informing you it's disabled.
