This is normally due to caching. Joomla page caching specifically causes it. If CBs Joomla system plugin is published, public, and ordered first in Extensions > Plugin Manager then it shouldn't be a problem anymore as we purge the page cache for CB now to stop these issues, but this won't help with 3rd party cache solutions.
Using JotCache and JCH Optimize if that is any help.
Disable both and purge cache then see if issue persists.
