No, it doesn't support Odnoklassniki. There are no plans to support Odnoklassniki at this time.

Nothing, leave the permissions alone if you're unsure how to use the social networks permissions, which requires reviewing their API. The basic profile data that CB Connect automatically pulls already has the necessary permissions.

You're not supposed to put localhost. The screenshot is an example. You need to put your actual domain.

Ensure the entire client id is supplied (this includes all the way to the end of .com).

Please be more specific. If it fails then it will error either on your site or at Google. CB Connect has error catching for every single API step. Ensure debug mode and maximum error reporting is enabled in Joomla global configuration during testing.
