Basic Filters, no. Advanced Filters, yes. Advanced Filters are custom SQL added directly to the WHERE statement (as AND) of the userlist query. As it's a textarea you can copy and paste it to your various lists as needed.
If you mean saving search criteria on frontend then yes, just bookmark the results. The search criteria is a GET form instead of POST for this reason (allows linking to pre-searched userlists, bookmarking, etc..).
