where can i customize the html output of the emails of the topic?
i mean as i can in configuration->registration put html output for the "pending approval".
Those two are customized using language strings. Please see your CB language files and the below page for information on using language plugins. Specifically the language key for those emails are the following.
UE_USERNAMEREMINDER_MSG
UE_NEWPASS_MSG
Please note those two examples don't have HTML enabled.

the problem is to put html in the email as in the mail of "pending approval"
You can't use HTML in those emails. It doesn't send them HTML supported. The only way to change that is the modify the core code, which you can find in sendNewPass within components/com_comprofiler/comprofiler.php. I can't really help you with that beyond the location as we do not support core edits
