You are trying to assign usergroups through CB Auto Actions and CBSubs at the same time. You can't do this. CBSubs store will overlap the CB Auto Actions store resulting in CB Auto Actions not assigning anything. Use one or the other. In this case use only CB Auto Actions to assign both usergroups.

Ok, in Plan > Access > Subscribers User Access Plan Setting/Users I changed the option to "No change of usergroup. I then added both of the usergroups to the Auto Action settings.

It made no difference, i.e. the user regsiters for the plan and now there is no change in the user's group status.

It would appear that the auto action is not properly configured, however I did follow your recommendations. Did the screenshots look like it was done correctly?

How are you testing the action? You need to be using frontend. It won't work in backend as it'll fire before user store, which causes backend usergroup store to override whatever the action does.

It's being tested every time a new user subscribes to the plan via the frontend.

Please PM backend super administrator login credentials and will take a look. It's working perfectly fine in all my tests so unsure what more to advise.
