CB Activity will provide a Comments API. The activity is also an API and generic as well. The idea is it'll provide commenting API that various plugins like CB Gallery can use to render commenting. When all this will come together I have no idea, but I'd guess soon as I'm already in the middle of rewriting CB Activity to get these APIs and usages implemented.
As for ratings there are no plans to add ratings. There are plans to add Likes type usage though, which is an API that'll also be provided by CB Activity (not in 3.0.0 though, but later).
Once CB Activity rewrite is complete I'll be doing a GJ upgrade so it's more compatible with CB 2.x then I can begin implementing activity/commenting to the various plugins by utilizing CB Activity.
