You can't without modifying the core code. Description isn't critical to the functionality of any of the gallery entries so it does not require one to be supplied. As far as I'm aware no social site requires a description for uploads either so I didn't make it required.

You'd need to edit cbgallery.php to adjust the ->check for the gallery item to test for a description then in the edit code add the required class to the description textarea input. We do not support core edits so I can't advise you any further on this matter.
