Module display is based off the Itemid. Create a single menu item for GJs overview page then assign the module to it. Check your various groups to ensure the Itemid is consistent. If need be you can force an Itemid within GJ > Configuration > General > Global.

Got it! I created an all groups menu where I knew the itemID and then just forced all of the groups to use that itemid. Then I just assigned modules to the all groups menu and the modules appeared on the groups as well.
