If I start IP banning and happen to get one of the people who have connected via mobile, will that mean all the people from that beacon cannot register anymore?
That would be a BIG problem as my websites are local ones...
It blocks whatever IP the server provides, which is whatever IP is used to connect to the site. If the user is browsing your site on a public wifi then most likely that wifi IP is what will get blocked when blocking the IP address in CB AntiSpam. Don't know specifically though as I've never tried it, sorry. Best I can suggest is do it and see what happens.
