1. What do you mean when saying "would have to modify CB Blogs for that"?

CB Blogs has no option to turn HTML off as I original understood your post as you asking to disable all HTML. To do that you'd have to modify CB Blogs as it has no such feature.

2. Can you tell me the function of the box "Exclude Tags from Filtering"? I put some tags in that box but I find nothing change when I create blogs.

That excludes tags from being filtered. We don't have a feature to add tags to be filtered currently.

3. Although I am not coding expert, I thought that, there must be a reason Joomla allow admin to set up Text Filter. According to you, is there any thread if we cannot configure that? Is it safe? Please give me some advise because I do not know much about that matter.

That only works for core Joomla. CB has no support for Joomla text filters.

In short what you're wanting you can't do, because there's no feature for it. I've added a feature ticket to look into implementing what you're wanting in a later release.

Hi Krileon,

Yes, I can set JCE features for users but cannot restrict them from adding other tags if they want. Is that right?

JCE allows you to limit what elements can be used in it. Create a new Editor Profile for the usergroup you want to be restricted. Next under Editor Parameters > Advanced adjust "Prohibited Elements" as needed.
