That's the Menu tab. You can unpublished it in CB > Tab Management if you don't need/want it.

It's not a tab menu like below the canvas. It's a navigation menu. It's possible to add new menu items to it using CB Auto Actions, but you can't add a tab to it. I suppose at best you could add a new menu item to it that links to a specific tab though.

Then you'll need to use CB Auto Actions and its Menu action type, which lets you add new menu items to it.
