No, each post on CB ProfileBook tabs is unique to the user and that tab. There's no mass posting functionality.

I believe you can do it with CB Activity. Once the Users are connected to the (for example) Administrator or whatever - that is posting. It goes to all connections in their Activity Stream.
CB Activity still does not have a mass posting functionality like that (it's planned). It only functions that way if using the Recent Activity page/module or the users are connected, but the connections could be automated using CB Auto Actions I suppose.

Yeah, I use it that way, auto action connections. You could auto connect all regular users to for example a User System Messages profile - when User System Messages posts on it's activity stream - goes to all users!
