If someone has the profile setting to be private or to connections only, no new connections can be made.
Can this be done - When users visit the private profiles, they are redirected to a page that has a link to request connections? If so, what would be the url of request connection?
In that case I probably wouldn't use profile privacy and instead just use tab/field privacy. There are plans to improve the profile privacy field to allow direct profile access so it can basically be used as a mass-hide of a tabs and fields.
