This depends on the editor you are using.

Most editors have an image linking and url linking button.

I use JCE , but if I let the button "Image" visible , the image must first be present in the media folder of Joomla.
I wanted to know if there was a solution that would upload an image.

Yes you can upload images with JCE - you would need to configure JCE to do this.

Suggest you ask on the JCE forums for support on this.

As I said you can upload from your JCE editor and then select the image you uploaded.
