Set "User Group to allow access to" to "- Everybody -". Next ensure you've usergroups selected within "User Groups to Include in List". Please note as you're on out of date CB 1.x you may have unforeseen issues and recommend upgrading to CB 2.x when possible. Please note CB 2.x is a migration and highly recommend making backups before upgrading in addition to cloning your site and testing the upgrade on the clone first.
