Not sure if this is CB problem or it is a fault somewhere else on my system, but I am finding new users added to the Users Manager list in Joomla. The site may have been hacked, not sure what to do next.

You probably have Joomla user registration still accessible. Ensure CBs system plugin within Extensions > Plugins is public, published, and under Parse URLs both "Redirect URLs" and "Rewrite URLs" are set to "Enabled". This will allow CB to deny access to Joomla users component, but if you've any other 3rd party extension with registration that could be a way they're registering. I highly doubt you've been hacked.

It can only help with direct Joomla user component registrations. You will still need to closely examine other installed extensions to see if they have their own registration functionality.
