In the defined groups the users tab is always shown. I want, that the users tab is only shown for users, who are logged in. This is possible for f.e photos, but not for users. Where can I adjust this?

Tab access is based off group access. The photos tab works the same way. So I've no idea what you mean by only showing if the user is logged in. If the tab is set to Invite then only those invited to the group can see it. For Open and Approval anyone can see the content, but only those in the group can post new content. Disabling a tab only hides it if there's no content and allows only group owner/admins to post new content.

I want, that a user who is not logged in at the portal do not see the users area at a group.

At the file "logged_in.png" you see a group, where a user is logged in. Here are the areas wall, photos, videos,files, invites and users active.
At the file "logged_out.png" you see the same group, but no user is logged in. The areas photos, videos, wall, invites and files are not active (that is adjustable), but users is active. There is at time no way to make the area active, only for users, who are logged in.
There is no functionality for group tab ACL. There are no plans for such a feature at this time. It would result in double the integration parameters in groups which just returns to the previous confusion that GJ 3.x eliminated in addition to extended access checks anywhere outside of GJ (e.g. module when the new modes are added) that can't be query based resulting in the yet again bad GJ 2.x performance. Sorry, at this time it's just not happening but may revisit such features in a future release.
