Install latest CB 2.x nightly and CB AntiSpam nightly releases. Configure your reCaptcha parameters in CB AntiSpam and see if your issue persists. It's working fine in all my tests. Please note CB AntiSpam uses reCaptcha2 and if you're using an old key you need to generate a new one. If issue persists you have probably mistakenly configured everyone to be CB Moderators (dangerous!) within CB > Configuration > Moderation; ensure that Moderator Access Level is not set to Public for example.
