I'd like to add a upload file button into CB blog editor page, members can upload a photo as this blog cover picture.
I don't want to use the introduction editor to complete this action, use only one button instead.

I would say that this is a feature of the editor you are using.
For example I know that the JCE editor can be configured to do this.
CB Blogs is a simple blogging plugin. It has no uploading nor will it likely ever. You need to do as Nick suggested and use features like that provided by the editor. If you need the full function of Joomla or K2 articles then I recommend using their article submit pages instead of CB Blogs.
