You have both uploading and linking disabled. So there it's not possible to create a new file. I've no idea how you managed to disable both though as you'd of had to specifically manually disable them. Within CB Gallery > Parameters then within Photos, Videos, Files, and Music adjust the "Upload" and "Link" parameters as needed.
