The question is already in the title. I know how to make a substitution only available to owner of profile but not the inital tab/field.
Would be great if I could get some help since I have confidential information in that tab and do not want other users to see it but putting it into EDIT is simply not feasible.

You can use the CB Privacy add-on to configure such a tab.
CB Conditional can do it, but CB Privacy is really the best way. CB Conditional you'd need to use a Custom > Value condition and match the displayed user id against the viewing users id. It's not as straight forward and easy as CB Privacy where you'd just force privacy of Private.
