Updating from what? CB 1.x? If you're migrating from CB 1.x this can happen when 3rd party extensions load CBs API before CB 2.x begins installing and causes that conflict. Revert to a backup, disable all integrations with CB (K2, Kunena, Joomla system plugins, etc..), then install CB 2.x.

Details re what I'm trying to upgrade are in Ticket ID: #284597 but to reiterate

Current Versions:
CB 1.9.1
CBSubs 3.0.0
Joomla 3.4.8

To "disable all integrations" am I doing this through CB Plugin manager or through joomla's extensions>plugins or both?

You need to disable all integrations with CB. So if you've K2 installed turn off its CB integraiton. If Kunena is installed also turn its integration off. Disable any backend CB modules (including admin nav) and any CB system plugins within Extensions > Plugins. Once done you should be able to migrate without conflict.

If you're using any language plugins ensure they're up to date. You may need to completely uninstall them then install their latest releases.
