I need to prevent the ability to download audio or video by a user's connections.
You can't, downloading can only be globally enabled/disabled. There's no functionality to limit to to certain people. You can disable downloading within CB Gallery > Parameters then review the parameters under each gallery type. Note this just stops the download endpoint URL and hides the button. Anyone can still download any video, audio, image, etc.. they want from any site really. The galleries will eventually be redesigned though to better deterrent this.
Also Audio file plays, but can not pause it
Can't pause where? Next to the audio file or in the player? Working fine for both in my tests. Press F12 to open the browsers console then click the console tab and refresh the page. Now retry and see if any errors are present when trying to pause.
Also, is there the ability for a user to control who can see their videos, audio etc.
There seems to be no privacy setting
Install CB Privacy and enable privacy controls for the Audio and Video gallery tabs. At this time there is no individual audio/video file privacy controls.
Also ensure you've latest CB Gallery nightly installed for latest fixes.

Is it possible to only allow a user to view and listen to the uploaded video and audio files.
Privatize for user only?
Yes, edit the video and audio tabs within CB > Tab Management and adjust their View Access Level as needed.
