The tutorial is valid for any region. You just need to supply your own database tables. If you had CBSubs you could use the tables provided by CBSubs Tax, but beyond that you'll just need to Google around for some SQL files that fit your needs. There's quite a few SQL dumps on GIST that'll probably work for you.
There's also several free geo database sites available around the web. Just takes some searching to find what fits your needs. It's a lot of information for your database though, but regardless has been a widely desired feature.
