[SOLVED] Captcha won't show on registration (strangely)

I have re-captcha as one of the fields on my registration form on two sites. It shows on one, won't on the other, despite identical settings. It shows in Joomla but for one site, it won't show for users (front end).

I've installed latest nightly packages and tested for errors, no problems there.

On the site that it works on, the CB login module points the 'create account' to:
index.php/component/comprofiler/registers

One the site that it doesn't work on, the CB login module points the 'create account' to:
/cb-registration/registers

not sure if that factors?

You will see settings are the same on both sites but the field won't show on the later URL above. Perhaps it's simple and i'm missing something.

Most likely you've made everyone a CB Moderator (including Public users). Ensure the Moderator View Access Level is properly set within CB > Configuration > Moderation. Moderators are exempt from Captcha and if Public users are given moderator privileges the captcha won't show.

I created the access CB Profile Access (admins and super users). I noticed right away this was the difference in the working/non-working page above.
