I have the need to replace a plan that has many users subscribed to it. When I try, I get the message that the plan cannot be deleted until all users are unsubscribed.
Is there a tutorial on an Auto Action to unsubscribe all users from one plan? Would this method be the best way to go about this task?
You should be able to do that using CBSubs Import to mass expire. The below should work.
Import users from: All users from a given subscription plan
Source Subscription plan: Your Plan
Status: Active
Destination Subscription plan: Your Plan
Current state: Expired
Subscription date: Today (don't think it'll particularly matter)
It's typically best in this case to disable new subscriptions, upgrades, and renewals for the existing plan then create your new plan as needed.

After following your instructions, I get this error notice:

You get that when trying to run the import? Please ensure you've latest CB 2.x nightly installed and CBSubs 4.0.2.
