You'll need to create a Joomla article then supply the URL to that article within CB > Configuration > Registration > "URL to Terms & Conditions". Then set "Enable Terms & Conditions" to "Yes".

Where do I find that? It is not in the registration tab in the config

With regards to your issue the terms and conditions usage is entirely field driven now. Within CB > Field Management you can edit the Terms & Conditions field as needed (you can also create more if you want).
