Tabs Missing was created by thejungle
The tabs are missing from edit users.

Any ideas how to fix?

You have a fatal JS error causing CBs jQuery to break. Press F12 to open your browsers developer console, click the console tab, and refresh the page to view fatal JS errors. Switch to default Joomla protostar template to see if issue goes away. If it doesn't ensure you didn't turn off CBs jQuery in CB > Configuration > Integrations. If it's on then check if you've a jQuery compression/management extension installed that could be doing this (usually within Extensions > Plugins).
