Membership Registration: A membership is needed for access

Am attempting an site upgrade of Joomla, CB & CBSubs for a client, however once the system and components are updated I run into a problem in that new members cannot get into the site to pay their membership and finish the registration process. The registration process requires:
  • Filling out the profile and contact information.
  • Clicking the confirmation link in the registration email.
  • Being approved by an admin.
At that point a membership notice is automatically sent telling the person they can log in to provide payment and activate their account. However, when attempting to log in they receive the following notice:

Most previous references I've found to this notice concern the Registration Settings. Currently my Settings for CBSubs is:

Show subscription plans at registration: Yes
Allow Free Registered Users (without subscriptions): No
Create Subscriptions also for free lifetime plans: Yes

The original site was Joomla 3.4.8 with CB 1.9.1 and CBSubs 3.0.0. I've created a dev folder and updated the site to: Joomla 3.6.2, CB 2.0.15 and CBSubs 4.1.0+build.2016.08.23.14.36.51.131849874.

I've updated all CB plugins and checked the settings and configurations for both but am at a loss as to what has changed. Should anyone have any suggestions on what settings to check, it would be appreciated.

You need to go through a re-evaluate all View Access Level and Usergroup usages. I hope the upgrade was not done on a live site as this is a migration not a simple upgrade. Always test migrations on a clone of your site and ensure fully functional. It sounds like either their payment basket was lost or you're blocking access to the CB component within your CBSubs plan. If the basket was lost then you need to have plans available to upgrade to or you need to enable free registrations without a subscription.
