There is still "Date Format" in the CB Global Config. Why is that there? That format needs to be controlled by the language string in the language file the site is displayed in.
If there is no language string supplied for date format then the global parameter will determine the format. It is easier for most to just change the parameter for non-multilingual sites than to go through the trouble of making a language string and understanding PHP date function format variables. If you want to control it via language string then use the below language keys (will work in overrides too).
UE_DATE_FORMAT
UE_TIME_FORMAT
This assumes the usage (some plugins for example) doesn't override it.
