Works perfectly fine locally and on our demo site. To test on the demo site login through backend and create a "TEST" usergroup under Public. Next create a "TEST" view access level with only "TEST" usergroup selected. Next create a new GJ category called "TEST" with your "TEST" view access level selected. Next edit Susan within CB > User Management and give her the "TEST" usergroup. Now visit the below page.
You won't see the category while logged out. Use the quick login function on the left to login as Susan and you should see the category. This all worked fine for me using this test.
In short there's something likely wrong with your ACL configuration. Are you sure the user you logged in with to test had the appropriate usergroup(s)? Do they even have access to the plugin it self (review CB GroupJive plugin ACL within CB > Plugin Management)?
