Ensure everything is up to date and if you've any caching enabled be sure to clear it. Next check if issue persists. If it does you've a CSS conflict breaking the select2 dropdown, which you can debug my right clicking on the element and clicking inspect element to open the browser developer console to see what CSS maybe doing that.
