Sync Joomla user profiles with CB user profiles

Hello,
I have a Joomla and Android app not supporting SSO with CB and not synchronising CB user profile data.
Only user data marked as "required" in Joomla user profiles are in sync.

Do I have to set "Allow user registration" to "same as CMS allow registration" in CB config?
Or do I have to update Joomla's user table manually with (eg.) CB Auto Action UPDATE / SET sql statement?

I'm not authorized to modify apps to get the data out of comprofiler table.

There is no automatic synchronization from Joomla to CB. You need to use CBs registration or they're going to go out of sync and you'll have to manually run synchronization within CB > Tools. Even then it's only going to synchronize core fields like username, email, etc.. it will not synchronize Joomla profile fields.
