When looking at the page with firebug, the override is applied before the plugins own css?
Is it because it's a Joomla plugin, and thus it needs to be in the template's override instead?

The CB template is loaded before plugins. Plugins also support an override.css to load only after that plugins css has loaded, but there's no UI for supplying it and you'll have to put the CSS file in the plugins template folder manually. The alternative is to just make your selector stronger. Example as follows.
Same Selector: .cbActivityArticleComments
Stronger Selector: .cb_template .cbActivityArticleComments

Ahh yes, as I thought, it works perfectly with the stronger selector.
