CB Privacy does not override ACL or core settings. So yes in this case the field must actually be visible first then privacy controls enabled for it. If the field is not set to display on profile the privacy controls are disabled since no one can see it to begin with. Also be careful protecting certainly globally used fields like avatar and formatname field. Those are used heavily outside of a users profile. The onlinestatus field is too to an extent, but it's not an issue to protect that if you wanted.
