There is an option button on the Paramaters>General page to display an 'Admin Menu on the backend'; when I installed CB Antispam on a jooml 2.5.28 site I saw this menu, but do not see it on my joomla 3.7.2 site (the option is enabled); (the same applies to CB Privacy on 3.7.2)

Navigate to Extensions > Modules and change Site to Administrator then edit "CB Menu Dropdown" and ensure "Plugin Menus" is set to "Show" under the "Menus" tab.
