The basket does not support HTML in the lines. That text is sent to payment providers as well so it's escaped. If you want to use HTML in plan name then you need to adjust what the basket displays with "Payment invoice item text" parameters under the Pricing tab and "Payment basket and gateway item text" within CBSubs > Settings > Display > Baskets as needed. I do not recommend using HTML in plan names though.
