Does that now and again when the cache rebuilds. Usually fine after a refresh and doesn't happen often.

Ok, thanks. I checked this in 2 browsers first, but when I checked with IE (after your reply) which I almost never use, editor's toolbar was displayed properly. I cleared browser's cache and everything is fine now. This was the first time when forum was displayed in this way and it lasted a minimum from 2 days. I will remember this for the future :)
