Is there a doc that outlines a best practice for setting up a moderators group? For example, should I have a separate Moderators group in Joomla then assign CB moderators to it or should I just use the Managers group? And should Moderators be allowed in the backend of the site or should their access be restricted to the Moderator menu items available in the front end? Thanks.

Entirely up to you. Using Managers usergroup is perfectly fine. It's recommended you make a View Access Level with exactly the usergroups selected that you want to have moderator permissions then select it within CB > Configuration > Moderation. CB Moderators do not have to have backend access; that would be up to you if you want to provide that, but for management purposes it should not be necessary.
