At this time, no. The notification API is incomplete. I will be redoing how it stores, optimizing it, and adding system actions in CB Auto Actions in CB Activity 4.1.0 (not anytime soon). You can utilize the notifications API present by presetting asset with "notification.RECIPIENT_USER_ID." and it'll show up as a notification on their profile via the notification icon on the CB Menu bar, but again it's incomplete API.
