I'm trying to create a code action (PHP) but when I press Save after pasting some code I get this message:

You have no access to this page message!

I can paste one or two lines of code but then this message begin to appear.

Why?

Sounds like you're triggering your servers mod_security. That usage is for simple code samples. Do not attempt to put large blocks of code there. For large blocks of code or complex usages just do an include of your own PHP file and pass substitutions using variables to it. Regarding mod_security it's not so much how much is being added to the input, but what as certain functions will likely be flagged. Contact your host for further details.
