You can use tag links like @USER_ID (this is the most reliable as username could potentially change) or @USERNAME to link to a profile. Substitutions are not supported in the message text unless you enable them for that stream. Note if you add the substitution via CB Auto Actions it will be parsed and stored already replaced so that could potentially work, but again not recommended as for example the URL could change.
